The NCA4 Federal Steering Committee is composed of representatives from USGCRP member agencies and is responsible for the development and production of the Fourth National Climate Assessment (NCA4). The group will establish the scope and overall outline of the report, develop and provide author guidance, and select Federal Coordinating Lead Authors (CLAs) and Regional Chapter Leads.
Federal Coordinating Lead Authors (CLAs) will liaise with Regional or Federal Chapter Leads (for regional or national-level chapters, respectively) to develop individual chapters. The Federal CLA team will also work across chapters to ensure consistency throughout the report.
Regional Chapter Leads will be non-Federal employees. In consultation with Federal CLAs, Regional Chapter Leads will organize, direct, and lead authorship of individual regional chapters. Chapter Author teams will be built by the Regional Chapter Leads, with suggestions from the Federal CLAs and the Federal Steering Committee. Chapters will be provided back to the federal CLA group and the Federal Steering Committee as the individual input of the Regional Chapter Leads.
Chapter Authors will be responsible for developing draft chapter content. Chapter author teams will work with Regional or National Chapter Leads to develop and review individual chapters.
Technical Contributors will provide inputs into chapter development, but will not directly author sections of NCA4.
Author guidance and staff support from the National Coordination Office and Technical Support Unit will be available during the NCA4 process (to include editing services).
