This annotated bibliography presents the results of the review of the relevant peer-reviewed literature and reports from Federal, state, and local governments. It includes journal articles and publicly available reports in addition to a number of guides, websites, tools, and other resources developed for program and project managers interested in planning and conducting evaluations.

In mid-2011, a new NRC Committee to Advise the USGCRP was formed and charged to provide a centralized source of ongoing whole-program advice to the USGCRP. The U.S. Global Change Research Program (USGCRP) is a Federal program that coordinates and integrates global change research across 13 government agencies to ensure that it most effectively and efficiently serves the Nation and the world. USGCRP was mandated by Congress in the Global Change Research Act of 1990, and has since made the world's largest scientific investment in the areas of climate science and global change research.
This report is an educational summary of the Snow, Water, Ice, and Permafrost in the Arctic (SWIPA) assessment. SWIPA brings together the latest scientific knowledge about the changing state of each component of the Arctic cryosphere and examines how these changes will affect the Arctic, its inhabitants, and people elsewhere in the world. The National Climate Assessment (NCA) Report Series summarizes regional, sectoral, and process-related workshops and discussions being held as part of the Third NCA process. The workshop on scenarios for research and assessment of our climate future was held in Arlington, Virginia on December 6-8, 2010.
