START, founded in 1992, promotes research-driven capacity building that advances knowledge generation and sharing on global environmental change (GEC) issues, including climate change. This biennial report described START's programs related to cities, agriculture, and adaptation in Africa and the Asia-Pacific region. START is funded in part by USGCRP.
